The sub-group will continue to look at how initiatives to reduce transport carbon emissions can be spread more broadly to the business community and other organisations.

Geoff Clarke

Regional Director | AECOM

Geoff is a Regional Director working for the International Freight team within AECOM, Transport and Engineering Consultants. He has extensive knowledge of the transport industry with 22 years experience in front line transport and distribution management and over 11 years in consultancy. He was responsible for introducing a range of interventions including computerised scheduling, flexible rosters, 7 day working, 24 hour operations, increases in vehicle size, warehouse staff rationalisation, driver training, night-loading which all led to better fuel economy and productivity. He planned road based deliveries across the whole of the North of England and Scotland.

Since joining AECOM, Geoff has been involved in over 200 projects including various Freight Quality Partnerships and many strategic studies that have elements of road, rail and water freight. Geoff is AECOM’s representative at the Rail Freight Group. Geoff was Technical Manager of Freight Best Practice, the DfT’s carbon behavioural change programme for six years. Geoff is his free time has been chairman of the Chartered Institute of Logistics and Transport for the Warrington and Merseyside Group for three years and still serves on the local committee as Membership Officer. Particularly of relevance is that he is Chairman of the Environment and Sustainability Forum for the Institute which shares a common purpose with this project in encouraging better practice in operations and by doing so helping the environment.

David Grant

MSc Carbon Management | University of Edinburgh

As a Carbon Masters student I have specific interest in the areas of transport and energy emissions mitigation. My previous undergraduate degree was Accountancy and Economic History where I focused on British, French and US energy policy since 1945.
My role within the subgroup as a volunteer is to take minutes. Within this role I am able to gain a wider perspective and knowledge on transport for a potential future career within the sector.

Stuart Hay

Company Secretary | Transform Scotland

Stuart Hay is a Senior Consultant with Changeworks an environmental charity. He specialises in energy efficiency issues, developing and managing a wide range of projects and programmes. From 2005 to 2008 he was Head of Policy & Research at Friends of the Earth Scotland, working on campaigns and projects related to, climate change, energy, planning and transport related issues. Previously he worked as a Policy Officer for the Scottish Wildlife Trust covering planning and biodiversity issues. From 2002 to 2004 he managed Help the Aged’s Scottish parliamentary campaigns, which included work on fuel poverty. Before establishing himself in the voluntary sector he worked as a political researcher in the Scottish Parliament, briefing MSPs on transport and environment matters. He graduated from Heriot Watt University in 1999 with an MA in Town Planning. He is also a founder member of the Edinburgh Community Solar Co-op. Stuart was a Transform Scotland board member from 2006-08, and rejoined the Board in 2012.

Nigel Holmes (Co-Chair of Transportation sub-group)

Chief Executive Officer | Scottish Hydrogen and Fuel Cell Association (SHFCA)

As CEO of the Scottish Hydrogen and Fuel Cell Association I represent members working on sustainable transport and renewable energy projects, including many universities and local authorities in Scotland. Hydrogen offers zero tail-pipe emissions, and if the hydrogen is produced using renewable energy then the CO2 emissions are also effectively zero.

I see my role on the 2020 Transport sub-Group being to help identify where and when we can deploy these technologies in a cost-effective and environmentally beneficial manner, along with the necessary behavioural changes needed to deliver the 2020 targets.

John Lamb

Local Air Quality Specialist | SEPA

John joined the environmental sector after he had completed 13 years in the Royal Navy, where he served as an Aircraft Artificer, working on helicopters, Sea Harrier aircraft and gas turbine engines. He left the Royal Navy in 1993 to attend the University of Abertay Dundee. Having obtained a BSc (Honours) in Environmental Technology, John secured employment in East Lothian Council’s Environment Protection Unit in 1997 and worked on a diverse range of tasks that included: the implementation of the air quality strategy, creating the Council’s contaminated land Strategy, monitoring bathing water quality and investigating noise complaints.John joined the Scottish Environment Protection Agency (SEPA) in 2001. Whilst he is primarily employed as a Local Air Quality Management Specialist, (liaising very closely with the local authorities and other external partners, in relation to all matters associated with the Air Quality Strategy for England, Scotland, Wales and Northern Ireland), John has also regulated the activities of a large wastewater treatment plant, played a lead role in developing SEPA’s ability to monitor noise, and has co-ordinated several in-depth studies.

Neil Langhorn

Head of the Sustainable & Active Transport Team | Transport Scotland

Neil attends the Transport sub-group as the lead representative for Transport Scotland – the Scottish Government’s transport agency. As such his role in the group is to facilitate read across to the Scottish Government’s transport policies and programmes.
Neil is head of the Sustainable & Active Transport Team within Transport Scotland and has responsibility for policy and programmes on cycling, ‘smarter measures’ and travel behaviour change initiatives, and for coordinating Transport Scotland’s input into the development of the Scottish Government’s Report on Policies and Proposals to meet climate change targets. Neil has worked in a number of policy roles across Scottish Government (including Cities, Rural Communities, Local Government, and Environmental Improvement). He holds a Masters Degree in Rural Resources and Environmental Policy from Wye College, University of London, and a BSc Honours Degree in Geography from St Andrews University. Prior to joining the Scottish Government Neil worked as a Rural Transport Advisor for a community development charity in rural Dorset

Paul McCorkell (Co-Chair of Transportation sub-group)

Regional Business Rental Sales Manager | Enterprise Rent A Car UK Ltd

In the 15 years I have been with Enterprise, I have held a number of positions incluing Area Manager, Group Risk Manager, and now Regional Sales Manager. In my current role I spend a lot of my time partnering with both public and private sector organisations helping them travel more sustainably. My primary focus is reducing companies reliance on grey fleet or mileage reimbursement and pointing them towards more sustainable options. Enterprise is heavily involved in many aspects of environmental sustainability for example our 50 million tree pledge and our $25 million grant to the Donald Danforth Foundation for research into aleternative fuels.

Bob McLellan

Head of Transportation & Environmental Services | Fife Council

Bob was born in Dunoon, 1961 and was brought up in Aberdeen and Ayr before studying civil engineering at Strathclyde University, Glasgow 1978-82 where he gained a BSc (Hons) in civil engineering In April 2011 Bob took on the role as Head of Transportation and Environmental Services with approximately 1300 staff and a budget responsibility of around £125m. In September 2001 Bob joined Fife Council as Head of Transportation Services with responsibility for 530 professional, technical and admin staff covering all areas of roads, transportation and engineering services with a budget responsibility of some £80m. Previously in 1995 he was appointed as Director of Roads for Angus Council.

He began his career with Lothian Regional Council in Edinburgh in 1982 as a Graduate Civil Engineer and progressed to Assistant Director of Transportation, a post he held between 1993 and 1995. Bob was awarded a PhD in Civil Engineering (construction management) after part-time study between 1988-1994 again from Strathclyde University, Glasgow.

Ian Murdoch (Co-Chair of Transportation sub-group)

Transport Manager | Energy Saving Trust

Ian is the Manager for Scottish Transport at the Energy Saving Trust (EST) with responsibility for providing support and advice to organisations to improve the efficiency of fleet operations and to create more sustainable travel. This includes delivery of Transport Scotland funded programmes. In doing so he has worked with numerous organisations providing support and advice to organisations ranging from local authorities, businesses of all sizes, schools and fleet owners and operators.Prior to joining the Energy Saving Trust Ian worked in the Scottish Government’s Scottish Energy Efficiency Office (SEEO) helping Scottish companies and other organisations gain the benefits from reduced running costs through energy efficiency and waste minimisation initiatives that his office promoted. Prior to the SEEO he worked in other Scottish Government departments dealing with a range of issues including Sustainable Development delivery, sponsorship of non-government organisations and administration of European grants for food processing.

John has been with scottish Enterprise since 2005. He is currently a Technology and Engineering Manager working on Smart Mobility, which combines Transport, Energy and ICT; and also Senior Responsible Owner, Smart Cities (Mobility) Programme.

Paul Nelson

Managing Director | Allied Vehicles

Paul Nelson Managing Director of Allied Vehicles Ltd in Glasgow who are manufacturers of taxis, wheelchair adapted vehicles and electric vehicles. We have particular experience of the issues surrounding the electric vehicle market and the taxi part of public transportation.

John Pinkard

Director | Ansons Consulting Ltd

John Pinkard draws on 20 + years of consultancy experience and has considerable expertise in behaviour change, sustainability, transport planning, climate change and business strategy.

Through Ansons Consulting John works with public, private and third-sector clients to improve their financial and environmental performance and deliver positive social and policy outcomes by identifying and delivering sustainable, low-carbon travel and transport solutions.

In 2013 John stepped out of the business to undertake an interim post with the Tasmanian Climate Change Office in Australia. Through this role he contributed towards the development and revision of a range of climate change policies and strategies, including a significant focus on emissions from transport.
John has also held a number of voluntary roles, including:

Leader of a series of widely acclaimed sustainable transport campaigns that were showcased by the United Nations at the World Summit on Sustainable Development and the Commission on Sustainable Development.

Member of the Selection Panel assessing funding bids for the Scottish Government’s Climate Challenge Fund.

Sandra Purdie

I joined ScottishPower in 2012, delivering contract and supplier management across a portfolio of key service areas that support the business. In January 2014 I became responsible for managing the Scottish Power Fleet. We are currently working through a programme of replacing all owned and legacy fleet, which is providing us with a great opportunity to review the profile of our fleet and make changes which not only deliver improvements to the operational efficiency of our business but contribute to reducing our emission levels.
I have over 15 years’ experience of commercial contract and supply chain management, previous roles include working for First Group and BAE Systems.

David Spaven has spent his working life in and around the rail freight industry. Following 18 years as a freight marketing manager with British Rail, since 1993 he has been a rail freight consultant – currently the Principal of Deltix Transport Consulting, which was established in 2004. David has also been the Scottish representative of the Rail Freight Group since 2011. In the last two years he has written three books about railways, including Waverley Route: the life, death and rebirth of the Borders Railway.

Terri Vogt

Director | Connect 3 Consultants

Terri is an experienced manager, business woman and environmentalist. She has been working for over 25 years in the fields of environmental management and sustainability. Much of her career has been in consultancy until 2008 when she joined FirstGroup, one of the UK’s largest public transport providers in the role of Group Head of Corporate Social Responsibility (CSR) which she fulfilled until January 2013 before returning to run her own consultancy Connect3.
During her career Terri has developed wide ranging skills. She has experience of managing teams, business development, engaging with boards, speaking and running workshops. Her technical skills include strategy development, auditing, climate change, stakeholder engagement, community engagement and supply chain strategy.
She has particular experience in the transport industry. While at FirstGroup she developed the company’s first climate change strategy and was also closely involved in the Sustainable Rail Programme and the UK Bus industry Greener Journeys initiative the rail and bus industry responses to addressing climate change. She provides corporate responsibility advice to EasyJet and has worked with National Express as lead author for the sustainability section of their bid to win the ScotRail franchise.

Emma Roy

Emma is the dedicated Environmental Officer at Lothian Buses, Edinburgh and the Lothian’s biggest bus company.

At Lothian Buses, Emma is responsible for delivering a group wide strategy to manage and improve the environmental aspirations of the business. This includes reducing the environmental impact from the company’s business activities primarily related to carbon emissions and noise and air pollution. Additional responsibilities include recycling, energy and water use and transport. Prior to this, Emma worked in an environmental consultancy for a not for profit company in Edinburgh.

Emma holds a BSc (Honours) degree in Environmental Geography and is an Associate member of the Institute of Environmental Management and Assessment.
